Opening Keynote: Nefarious Trends in the Polyurethane Manufacturing Sector

The FBI will provide a briefing of the overall breakdown of the WMD Directorate and the current trends regarding chemicals specific to members of PMA. Situational awareness of the nefarious activity surrounding these toxic industrial chemicals and suspicious indicators, as well as potential mitigation measures and reporting  protocols will be discussed.

Lisa Parnpichate, FBI Supervisory Special Agent, WMDD Chemical Biological Countermeasures Unit
FBI Supervisory Special Agent Lisa Parnpichate, has distinguished herself in the Counterintelligence Branch of the Houston Division since joining the FBI in 1999. She was a lead investigator in the transnational, state-sponsored proliferation network that sent over $55M of US technology in a Russian Military case which resulted in the numerous indictments and arrests. As an impact from this case, the FBI added 165 foreign individuals and companies to the Denied Entity List. Lisa received the 2013 Director's Award for Outstanding Counterintelligence Investigation and is currently a supervisor in the National Security Branch in Washington, DC, for the FBI Weapons of Mass Destruction Directorate, Chemical Biological Countermeasures Unit where she focuses her attention on mitigation strategies for actors attempting to acquire explosive precursor and toxic industrial chemicals for nefarious use. She received the Medal of Excellence award in 2023 for her efforts in this area.

Alyssa DeStefano, FBI Intelligence Analyst, Weapons of Mass Destruction Directorate, Chemical Biological Rad/Nuke Explosive (CBRNE) Intelligence Unit
FBI Intelligence Analyst Alyssa DeStefano joined the FBI in the beginning of 2022. She worked in numerous roles prior to becoming an analyst including, a Threat Intake Examiner handling the FBI Tip Line and an Evidence Control Technician. Currently, Alyssa works in the FBI’s Weapons of Mass Destruction Directorate, Chemical Biological Rad/Nuke Explosive (CBRNE) Intelligence Unit, focusing on chemical threats, both domestically and internationally. She leverages technical knowledge and skills to produce intelligence analysis which in turn informs policy, decision-makers, the FBI, and the Intelligence community regarding CBRNE threats. Alyssa has a Bachelor of Science in Forensic Science with a concentration in Chemistry from the University of New Haven.
